Updated COVID Guidelines Effective August 9, 2021
Dear CSCC community,
We are excited to welcome our entire CSCC community back to campus!
With vaccines now readily available, we will be relying on students and employees to make informed decisions about their own health and how to protect themselves. The spread of the Delta variant in our community makes these personal health decisions more critical than ever.
We encourage all Cougars to get vaccinated. Additionally, in response to the increasing spread of the Delta variant, we will begin the semester with limited mask requirements.
Mask guidelines
Students, faculty, staff and guests will be required to wear masks indoors at all sites. We will continually re-evaluate the need for masks based on COVID-19 case counts in our community.
We encourage every member of our campus community—especially those who are unvaccinated—to consider CDC guidance related to mask wearing in other indoor public spaces.
This is not how we wanted to begin this semester—we had hoped for different circumstances. Let’s do the right thing now in hopes of relaxing these requirements when conditions improve.
We plan a full campus experience, with classrooms and athletic/auxiliary spaces. We do not plan to limit dining options or seating.
Vaccinations
The best way to take care of one another and ourselves and to beat this virus is to get vaccinated. Vaccines are safe, free, and effective. With the highly transmissible Delta variant now in our community, if you are not vaccinated you are at greater risk of getting sick than you were last year on campus.
Isolation and quarantine
Community health relies on everyone’s cooperation. Widely available vaccines shift the responsibility for isolation and quarantine arrangements from the institution to the individual.
Anyone who tests positive for COVID-19, is in isolation due to COVID-19 symptoms, or is in quarantine because of COVID-19 exposure must not participate in campus activities, including class and extracurricular activities. Students and employees can get guidance from the COVID-19 support team by completing the COVID-19 self-reporting form.
If someone reports being on campus within 48 hours of testing positive, the campus will require those individuals listed as close contacts to quarantine. Please note the campus will make accommodations for those individuals to continue coursework or employee work during this time. The COVID-19 support team will provide further guidance on this once the positive individual has completed the self-reporting form.

As many of you are aware the CDC has released new guidance, When You’ve Been Fully Vaccinated | CDC, which for most intents and purposes relating to TBR campuses, is that fully vaccinated people no longer need to wear masks.
Following guidance released from TBR today and in accordance with this new CDC guidance, When You’ve Been Fully Vaccinated | CDC, fully vaccinated individuals are not required to wear masks on the Cleveland State campus or off-site centers effective immediately. We highly encourage those who have not been fully vaccinated to continue to wear a mask and to engage in social distancing, both to protect themselves and others.

Cleveland State Community College
Phase II: Physical Campus Operating Guidelines
Effective: July 3, 2020 – August 2, 2020
The recently enacted federal Coronavirus Aid, Relief and Economic Security (CARES) Act provided money to colleges and universities for emergency student grants. The purpose of the money is to award emergency financial aid grants to students for specific expenses that are a direct result of the disruption of campus operations due to the coronavirus.
Cleveland State is in the process of identifying students that are eligible for CARES Emergency funds. While ensuring that funds are distributed as widely as possible, priority will be given to students with the greatest demonstrated need as evidenced by their 2019-2020 FAFSA on file.
What expenses can be considered for CARES Act Emergency Funding?
The following is a list of expenses that can be considered for CARES Act Emergency grant assistance if they were incurred in "direct relation to the disruption of campus operations due to the coronavirus."
Food
Housing
Course materials
Health care
Childcare
Technology-related expenses (such as having to buy a computer when courses were moved online)
Transportation (such as having to fly home because classes were canceled or having to return from study abroad when the program was canceled)
The CARES Act stipulates that the emergency funds cannot be used to replace a loss of income or to pay for student expenses that are not directly related to the disruption of campus operations due to the coronavirus pandemic.
Who is eligible for CARES Act Emergency funding?
The US Department of Education states only undergraduate and graduate students who are Title IV eligible can be awarded CARES Act Emergency funds. Title IV eligibility is determined when a student submits a FAFSA. Students that are suspended from Title IV aid are not eligible.
How is Cleveland State Community College distributing the funds?
Cleveland State has created separate funding pools for qualified students to ensure we prioritize students with greatest need, which is in keeping with US Department of Education requirements.
I am a student with need who is eligible for the CARES Emergency Act Funding. What do I do?
CARES Act Emergency funding for eligible students will be distributed in two ways:
Students that were enrolled as of March 13th in at least one on-ground course and that meet the Title IV eligibility requirements mentioned above will have CARES funds posted directly to their student accounts.
Remaining CARES Act Emergency funds will be set aside for eligible undergraduate students to access through the College’s existing emergency funding program. Students in this group should have filed a FAFSA or be eligible to file a FAFSA.
When will we know the results?
Our goal is to award the CARES Act Emergency funds in the very near future. Students will be notified via Cougarnet email when funds have been distributed.
How do students receive the money?
All emergency grants will be processed through the Cleveland State Bursar Office via your Cougarnet student account. Emergency grants will be directly deposited into bank accounts for students who are enrolled in direct deposit. Students without direct deposit will receive a paper refund check in the mail.
What if I owe Cleveland State for tuition or other expenses?
The full amount of the emergency grants will be given directly to the student, Cleveland State will not hold the funds to pay any outstanding balance owed.
Will CARES Act Emergency funds impact current or future financial aid?
No. This funding is not financial aid, it is emergency relief funding from Congress.
After careful consideration of suggested courses of actions regarding Coronavirus preparation and prevention from the Center for Disease Control and Prevention, the Tennessee Board of Regents, and regional leaders, Cleveland State Community College has made the decision to shut down public and student access to its locations in Cleveland, Athens, and Vonore, Tennessee.
“Each student is important to us. We want them to know we are looking out for their health and best interests,” said Cleveland State Community College President Dr. Bill Seymour. “All programs are offering students the option to finish their semesters online or take an incomplete grade and finish their coursework at a later time.”
No course instruction of any kind will take place on any of Cleveland State’s locations through the end of the spring semester. Faculty and staff will be allowed job-specific access to the campus and be required to follow health and safety protocols while on campus. The Cleveland Bradley Business Incubator (CBBI) will be the only portion of any CSCC site that non-CSCC personnel will be able to access during this time.
“Our students, faculty, and staff have done an incredible job moving all studies online and making sure the transition is seamless as possible,” added Seymour. “We have been reaching out to all of our recruits, students, and stakeholders to inform them of developments as they occur. Keeping people informed, educating them, is the best way to empower them.”
As for what’s next for Cleveland State, the Spring 2020 Graduation was slated for May 8 in the L. Quentin Lane Center on Cleveland State’s main campus. With all on-campus activities now cancelled or postponed, the decision on what to do to honor the graduates has become a scheduling priority. As part of the process, a graduation survey has been submitted to all pending graduates which offers alternatives to the traditional spring commencement.

Students are currently enrolled online through the CSCC main campus in Cleveland, Tennessee, as well as CSCC’s Athens Center in Athens, Tennessee and Monroe County Center in Vonore, Tennessee.
As you enter the final weeks of Spring Semester 2020, you’ve had a lot of changes to deal with.
The world has had a lot of changes. So, we know you are facing a lot inside and out of your college life.
Thankfully, Cleveland State is working to give you all the ways it can to help you finish this semester strong! Although, we have gone online for the remainder of your coursework this term, we have plenty of options loaded into your educational arsenal you can use when you need them!
For those of you who are working through your term online with little to no difficulty, that is great to hear! However, if you have issues that are beyond your control, or you simply aren’t sure about where you stand with the world around you right now, we’ve got you covered!
We ask that you first reach out to your advisor or student success coach via your student e-mail account, the official means of communication between you and Cleveland State. Let them know your situation! They love working with each and every one of our students. Click here to find your advisor, coach, or instructors contact information right now!
Click here to view the Directory of Faculty & Staff.
If you don’t feel comfortable with something given the current health precautions we are all taking at this time, or perhaps your area doesn’t offer the technical support needed to support finishing the term online, your advisor or coach may suggest you consider taking an “incomplete” grade for the term. This would allow you to finish your course(s) at a later time when the college resumes its normal instructional offerings. This could be completed at no additional cost to you! With only several weeks left in spring semester, this may be the route you choose.
Your advisor or coach can talk you through everything from incomplete grades to course withdrawals to finding a way to finish your course(s) on time in a different fashion than usual. The college has access to links providing everything from free Wi-Fi service to all the steps you need to know to be able to adjust your schedule at this time all online, all on your own! Just check out your CougarNet account and click on “My Account” and select the options for you.
So, you aren’t going to be coming on campus for a little while, you say? Like life often does, obstacles get in our way. And, like the rest of the country, COVID-19 has put up an obstacle for us. But, with a little bit of planning and determination, you will come out on the other side smarter and stronger than ever.
How will you do it?
There are some things you and everyone around you needs to remember during this period of remote study.
Here is some advice that will help you stay on track to successfully finish Spring Semester 2020 from your home:
Every college course you are in enrolled in will still take the same amount of effort and time. Not being on campus means finding ways to have time and space to yourself and your studies. Find a place at home which will give you the most opportunity to concentrate and work hard. Remember, just because you are physically in your home at class time doesn’t mean you are available to do laundry or wash the dishes at that time. Keep that time as your class time. Remember, you’re more than halfway through your semester. Take care of your education and it will take care of you.
Plus, let your family and friends know how important this time is going to be for you. You will need your time and space to do what’s best for your education. Protect it!
2.) Check your STUDENT E-MAIL account DAILY! (IMPORTANT)
Your student e-mail account at Cleveland State is the college’s official form of communication between the institution and the student. If you need to reach financial aid, your advisor, your student success coach, or any other Cleveland State official you are normally able to communicate with face-to-face, check your student e-mail, CougarNet, and mycscourses D2L account, if applicable. Cleveland State officials will be checking their e-mails regularly. IMPORTANT: Your instructor will be in touch with you, if they haven’t already. Always check your student e-mail account.
3.) Kill Distractions, Encourage Routine
Having some background music playing while you work and study may help you relax. Keeping all 14 of your social network account tabs open in the background will not! We suggest logging off of your social media accounts before beginning your coursework. Out of sight, out of mind. (This goes for your cell phone, too.)
Now, whether you choose to follow the same timetable you did on campus or come up with something more conducive for college from home, make that schedule and keep it! Do not let anything interrupt your time with your education. It takes work. And remember, we are here to help you by e-mail, phone, social media, and CougarNet, as always! We want you to stay mentally engaged and keep you just as prepared as you were after a full day of studies on campus.
4.) Keeping Healthy, Taking Breaks
After an hour of staring into a monitor on your device of choice, it can become not only mentally exhausting, but physically exhausting as well. We suggest taking ten minutes each hour to take a quick walk and stretch before heading back to your studies. It’s not only physically energizing, but an emotional and inspirational thing for your remote study session, too. Plus, eye strain is an all-too real issue for remote students. So, take the time each hour to take care of you!
5.) Set A Schedule, Stay Ahead Of It
When you don’t have a set schedule of being at a certain place at a certain time each day, it can become easy to fall behind in your studies. Many people thrive most when they have a schedule to follow, as when they go to campus each day. Keep a calendar handy where you can post when each upcoming assignment you have is due. Then, set a date BEFORE that due date to have each one complete. Staying ahead of schedule is key in making sure you graduate on schedule.
6.) Keeping Social, Making Progress
Students who have done remote studies before know that discussion boards are key in staying connected to a class, your classmates, and the discussions being shared about each project and assignment.
From helping each other look over drafts of projects to group study project work and ideas, time on your discussion board can be the life blood remote students need to really keep their heads in the game.

9.) DON’T FORGET WHY WE ARE DOING WHAT WE ARE DOING!
THE MOST IMPORTANT THING TO REMEMBER IS WHY WE ARE WORKING AND STUDYING FROM HOME. This is a powerful and educated effort to slow the spread of the Coronavirus (COVID-19) in our region. Doing our part while we live our everyday lives is what it will take to return to campus sooner, as opposed to later. We want you to keep you and your family safe, while doing everything you can to keep your education headed in the right direction.
We are all part of this community and we are in this together.
Our Community. Our College. Our Cleveland State.
In the coming weeks, many Americans will be affected either directly or indirectly by COVID-19 and Charter is focused on serving and supporting our 29 million customers. Americans rely on high speed broadband in nearly every aspect of their lives and Charter is committed to ensuring our customers maintain reliable access to the online resources and information they want and need. To ease the strain in this challenging time, beginning Monday, March 16, Charter commits to the following for 60 days:
As the country works collaboratively to contain this pandemic, broadband internet access will be increasingly essential to ensuring that people across the country are able to learn and work remotely, that businesses can continue to serve customers, and that Americans stay connected and engaged with family and friends.
Charter’s advanced communications network will ensure our more than 29 million customers – including government offices, first responders, health care facilities, and businesses – across 41 states maintain the connectivity they rely on. The network is built to sustain maximum capacity during peak usage which is typically in the evenings, so a surge during the day would be well within the network’s capabilities to manage. Charter will continue to closely monitor this dynamic situation, and is well-prepared to continue delivering reliable connectivity. Charter has extensive business and workforce continuity plans in place that will be adjusted as needed to best serve all our customers and employees.
Cleveland State has spent Spring Break doing a Spring Cleaning to help keep things safe for you as classes go back in session next Monday. The college’s janitorial services have done extra work making sure to deep clean any and all high-traffic places this week. Everything from desktops to door handles are being sanitized carefully this week.
A second step being taken is the installation of hand sanitizers throughout Cleveland State. Any precautions which the college can take are being taken to help keep your safety and your health as our top priority.
And, of course, we need you to do your part, too! Our own Freddy Cougar says, “Wash Your Paws!” This is the best way to help fight the Coronavirus (COVID-19) according to the Center for Disease Control and Prevention (CDC). Soap and water (warm or cold) several times a day for at least 20 seconds. When should you wash? Here’s a list of times during the day which you should lather up and cleans those paws.
And, regardless of how clean we keep your campus and how clean you keep your hands, if you feel ill, PLEASE DO NOT COME TO CAMPUS! Make sure you take personal responsibility when it comes to your health and the impact on all of those around you.
Now, with so much concern over making sure people wash their hands frequently, as well as to avoid touching their face, mouth, nose, and eyes, there is one area that has really caught many by surprise. It’s the one thing that touches your face and the faces of most people throughout our college more than anything else.
How do you clean your smartphone?
Hundreds of times a day is how often the average person touches their smart device with their hands and their face every single day.
Many have microfiber cloth to clean their smartphones. However, that’s not going to do the trick when it comes to fighting Coronavirus (COVID-19). Tuesday, the world’s largest smartphone corporation, Apple, changed their policy on how to clean the surface of their iPhones stating that alcohol-based wipes or disinfecting wipes are now perfectly fine to use to clean smartphones.
Android and iPhone spokespeople state that you should power down your device, whether it is your smartphone, laptop, tablet, etc…, before cleaning any equipment.
As for cleaning any protective cases for any device, all the major smart device producers agree that you should not use alcohol-based cleaners on those items. According to the CDC, the most effective cleaner for those items are good old soap water. The CDC states that soap and water are better at eliminating germs than any alcohol-based cleaner or sanitizer. *HOWEVER, if you have a case which has a battery built-in for mobile recharging, DO NOT use this method!*
Cleveland State Community College is committed to providing every student and employee with the very latest information when it comes to how the Coronavirus (COVID-19) could impact you. Updates as they are made available, along with useful tools for you to keep on hand, will be found on this page for you to reference. As a college within the Tennessee Board of Regents System, Cleveland State follows the recommendations and guidelines of federal and state agencies closely. Whether it be the Centers for Disease Control and Prevention or the Tennessee Department of Health providing information, we will operate all three Cleveland State campuses accordingly.
As we do our part to make sure your collegiate life is safe and secure, we ask that you do what you can to help make a difference. Coronavirus (COVID-19) is a respiratory disease and is contagious. The most effective thing you can do is wash your hands often with soap and water. Wash for 20 seconds and rinse thoroughly. If that is not an option, please use an alcohol-based hand sanitizer. All Cleveland State facilities will have hand sanitizer stations installed shortly. In addition to the regular cleaning and maintenance of Cleveland State facilities, special attention is being given to the disinfecting of areas and equipment which are used on a frequent basis.
We ask that you use common sense and make sure to listen to your body. If you are sick, please stay home. Also, please avoid contact with people who are sick, as well as any contact with your own eyes, nose, and mouth.
